The Three-Year Plan is a plan that must be prepared and kept up to date by a railway company (Capital Railway) indicating for each of its lines its intention to continue to operate the line or within the next three years, whether it intends to sell, lease or otherwise transfer the line, or to take steps to discontinue operating the line.
